Contractors put on formal notice over £ 1bn contract on Suffolk roads

Suffolk County Council will start procurement in early 2022 to appoint a service provider to provide up to £ 1bn of motorway maintenance services.

Suffolk council currently has a contract for Kier, which expires in 2023. Over the summer, the council agreed to develop a hybrid model for highway maintenance in the next contract.

The new contract is expected to last 10 years, from October 1, 2023 to September 30, 2033, with the possibility of extending for up to another 10 years. The predicted value is £ 1bn based on a total of 20 years with an approximate value of £ 50m per year.

The selected contractor will be expected to provide basic road maintenance services, but may also be called upon for other ancillary supplies of goods and services. The announcement of the pre-commercialization commitment (PME) lists them as:

  • Construction work for pipelines, communication and power lines, for highways, roads, airfields and railways; flat work
  • Construction, foundation and surface work for highways, roads
  • Gully cleaning and emptying services
  • Snow removal services
  • Construction work for bridges and tunnels, wells and subways
  • Tree pruning and hedge trimming
  • Road materials
  • Construction work
  • Architectural, construction, engineering and inspection services

An PME document is available on request from [email protected], which includes a questionnaire for potentially interested entrepreneurs.

A project launch session for all interested parties is scheduled for January 26th and depending on the nature and level of interest, the Suffolk Council may also hold one-on-one discussions with some or all of the companies that complete the SME questionnaire.

In the PME, the Suffolk Council says its current intention is to focus on certain key areas, detailed below.

  • Collaboration and partnership: “We want to establish a partnership with the Designated Service Provider, which embodies confidence in service delivery, pricing, actively supports our goals, fosters collaboration and meets the needs of our clients.”
  • Social considerations: “In putting in place this important contract, we will be examining how we can bring socially valuable benefits to our communities by ensuring that these are built into the service specification, part of our sourcing decisions and are delivered by through our contract. “
  • Climate emergency: “The potential service provider will need to demonstrate how it will help the Council achieve its goal of being Carbon Net Zero by 2030. This will include reviewing and monitoring road service activities to mitigate their environmental impact while actively working in accordance with the Council’s policy on climate change. Commercial request.
  • Environmental considerations: “We are also keen to seek opportunities within the road service where we can make positive contributions to biodiversity across Suffolk. “
  • Communication and customer engagement: “Communication for the motorway service plays a key role in keeping our customers and stakeholders informed of the various services provided (location and time) and informing us of faults, complaints and compliments. “
  • A sensible and fair procurement process: “By leading this procurement process, we will ensure procurement processes that comply with best practices while respecting the requirements of public procurement regulations. “
  • Commercialism and business: “We strive to continuously improve to ensure that our goal of effective and efficient public service remains at the forefront of the services we provide. “

The contract notice should be published around March 28, 2022.
